Theres no real trick or brush or mode honestly. It can be done in ANY program! its a bit about color theory, I’ll give you a very quick run down about how i see it:

A neon color will stand out against a group of dark colors 

but place a neon color among lighter, more saturated colors… it gets a little lost

take shiftys main color palette:

 His fur is neon radioactive green, his gums are bright pink, and his teeth are blue. this is supplemented by the clothes he wears, which are usually dark with some neon accents! 

Theres a good ol Neon Boy~! Keeping this in mind, It works even better when hes a rabbit!

Knowing all that, you can go about making all kinds of eye burning stuff!
